Trump needs to hire insiders who not neocon or CIA connected. People like General Flynn, who released information against the intelligence community's proxy war on Syria, are the sort of people needed. Connected insiders are needed, and also the hiring of outsiders, like Tulsi Gabbard. The insiders are needed because they may have leverage and connections to counter the CIA-neocon mafia running/influencing things.
The issue is that the whole system is corrupt. It's mafia vs mafia. There's no easy way to remove the corporatist angle, so it has to be factions within this sphere, putting in nationalists over the globalist and/or neocon minded who are essentially traitors to the country.
