The critical point to realise here is that the neocons are running the Presidency.
Biden isn't in control of anything. He's so compromised that he'll do anything that he's told.This is quite unlike Trump, who did have people influencing him, but was his own man when it came to how far he would bend the knee to those giving advice. The proof of Trump's relative independence was the fact he started no new wars and enacted American First policies.
The other influencing factors behind Biden are the corporate special interest lobbyists and the CIA with their monitoring and blackmail programs that are tied up with pedophile networks (think Hollywood and various US politicians that have been outed over the years).
