Carter Page, a Trump campaign volunteer, was spied upon by the FBI who "believed" he was a Russian spy. They relied upon the fraudulent Russian Dossier. And they knew at the time that it was dodgy. So they went to the FISA court, that allowed the spying, with this fraudulent document and claimed that it was sound.
